Mr. J.P. “Pat” Mills, P.E. is Chairman of the Board and Chief Executive Officer of Duke Electric located in Amarillo, Texas. Mr. Mills was born in Albuquerque, New Mexico in 1952.  He graduated from Highland High School in Albuquerque in 1970 and from New Mexico State University with a Bachelor of Science degree in Electrical Engineering in December of 1974.  Mr. Mills completed two six-month coop training internships with Salt River Project in Phoenix, Arizona while completing his BS degree.

After receiving his degree, Mr. Mills went to work for Southwestern Public Service Co. (SPS), now part of Xcel Energy, in Amarillo, Texas.  Mr. Mills worked as a distribution design and operation engineer including overhead and underground systems.  He worked as the Panhandle Division substation design and operation engineer and head of the Panhandle Division relay department.  In 1980 Mr. Mills joined the Generation Plant Design department designing and managing construction for various plant systems for the 1100MW Tolk Station near Muleshoe, Texas.  He was involved in the design and application of some of the first utility adjustable frequency drive systems for boiler draft fans.  He designed, directed the installation and checked into service various generator and transmission line relay systems at all of SPS’s power plants.

In 1985 Mr. Mills became Principal Engineer over the Electrical Design Department of the SPS Generation Plant Design department responsible for electrical engineers and drafting personnel.  In that capacity, he started SPS’s subsidiary Utility Engineering Corporation, now Zachry Engineering.  His department designed all the electrical systems for the Texas-New Mexico Power plant near College Station and the City of San Antonio’s J.K. Spruce plant, now part of the CPS Energy system.

In late 1993 Mr. Mills took over as Vice President and Chief Operating Officer of Duke Electric in Amarillo, Texas responsible for all the company’s operation.  Mr. Mills directed the company’s resurgence and growth as one of the area’s premier electrical construction firms.  He directed the company into non-traditional areas such as distribution line and substation construction, petro-chemical facilities, testing and maintenance, and fiber optic systems.

In 2003 Mr. Mills became President and Chief Operating Officer of the company continuing the growth, experience and capabilities of the company with key customer bases like the Department of Energy’s Pantex Plant and Xcel Energy.  The company formally started divisions of the company to include construction, testing and maintenance, and limited energy systems.  The limited energy division includes fiber optics, tele-data, fire alarm and security.

In 2017 Mr. Mills became Chief Executive Officer and Chairman of the Board for the company.

TRACY HARLOW

TRACY HARLOW

Mr. Tracy Harlow is President of Duke Electric located in Amarillo, Texas. Mr. Harlow was born in Hugoton, Kansas on January 12th, 1968.  He graduated from Satanta Jr. Sr. High School in 1986 and from Kansas State University with a Bachelor of Science degree in Electrical Engineering December of 1991.  Mr. Harlow completed two summer internships with Phillips 66 Petroleum in Borger, Texas while completing his BS degree.

After receiving his degree, Mr Harlow went to work for Utility Engineering Corporation, now Zachry Engineering in Amarillo, Texas.  Mr. Harlow worked as a design engineer with a wide range of responsibilities. Those responsibilities included electrical studies for utility and industrial customers, design of electrical distribution systems for power plants, refineries, carbon black plants, and other various industrial facilities. Mr. Harlow was the lead engineer for a 2 unit gas turbine power plant in Elgin, Illinois before leaving Utility Engineering in August of 1999.

Mr. Harlow then went to work for Duke Electric in 1999.  Mr. Harlow was a project manager for government projects that covered a wide variety of work including low voltage commercial/industrial electrical distribution, medium voltage distribution systems, control systems, fiber optics, data, overhead power distribution, wind generation, and substation construction.  

In 2012,  Mr. Harlow became Vice President of Duke Electric and transitioned to becoming more involved in the business operations of the company.  In 2016, Mr. Harlow became Senior Vice President and continued to oversee the business operations of the company. In 2017, Mr. Harlow became President and Chief Operating Officer for the company.  Mr. Harlow also serves on the Board of Directors for Duke Electric. 

TONY CLEMISHIRE

TONY CLEMISHIRE

Mr. Tony Clemishire is Vice President of Duke Electric located in Amarillo, Texas.

Mr. Clemishire was born in Amarillo, Texas on July 18th, 1964.  He graduated from Palo Duro High School in 1982 and from The United Association of Pipefitters Apprenticeship School in 1985. After apprentice school, Mr. Clemishire worked as a pipefitter/certified welder in all types of industries. Those industries included petro-chemical plants, pipeline facilities, coal, gas, and nuclear electrical power plants, fiberglass plants, ammonia plants, nuclear weapons facility, commercial facilities and various other industries.  

In 1992 Mr. Clemishire went to work for Missouri Valley Inc. as a pipefitter/certified welder, eventually moving up to crew foreman and then to project field superintendent. In 2002 Mr. Clemishire went to work at the Pantex Nuclear Weapons Facility as a construction inspector/Project Subcontract Technical Representative. Duties included oversight of sub-contractor construction projects including review of blueprints, project lay-out, scheduling, permits, safety, progress reports, wage reports and all other aspects of the construction process.

In 2005, Mr. Clemishire came to work for Duke Electric as the safety director. Duties included oversight of the company safety program. Mr. Clemishire is a Certified Safety and Health Officer (CSHO) in both Construction and General Industry. Safety Director expanded into Director of Support Services covering safety, warehouse activities, and equipment and vehicle fleet management.

In 2016 Mr. Clemishire became Vice President of Duke Electric and transitioned to becoming more involved in the business operations of the company and continues to oversee the field operations of the company. Mr. Clemishire also serves on the Board of Directors for Duke Electric.

GARY MOORE

GARY MOORE

Business Systems Manager

Mr. Gary Moore is Manger of Business Systems and Quality Assurance of Duke Electric located in Amarillo, Texas.

Mr. Moore was born and raised in a farming and ranching family in Dumas, Texas. He graduated from Texas Tech University with a Bachelor of Science degree in Agricultural Economics in August of 1987.  Mr. Moore performed minor construction and legal research while attending the university in Lubbock, Texas.

After receiving his degree, Mr. Moore went to work for a prominent law firm in Dumas, Texas for a couple of years before entering into the commercial grain and livestock business specializing in commodity merchandising, transportation, quality assurance and risk management throughout the Southwest United States and Mexico for 15 years.  Mr. Moore worked various companies including DeBruce Grain (now Gavilon), Cactus Feeders and Farmland Industries.   

In 2004, Mr. Moore went to work for BWXT Pantex, the Managing and Operating Contractor for the United States Department of Energy as a Contract Specialist.  Mr. Moore performed subcontract administration for services, design and construction plant wide. His primary responsibilities included solicitation, administration, enforcement and claims management of contracts for construction including installation of low voltage electrical devices, uninterruptible power systems, emergency generators, substation transformer and overhead power line replacement.  Mr. Moore also worked closely with quality assurance in the application and implementation of nuclear quality assurance and as a liaison with the subcontractors.

Mr. Moore then came to work for Duke Electric in 2013 as the Manager of Business Systems. His primary responsibilities include risk management, legal review of contracts, contract and regulatory compliance, and collections.  In 2015, Mr. Moore also became Manager of the Quality Assurance Program for the company.

Mr. Moore has served on various organizations’ Board of Directors throughout his career, and is currently serving as Chairman of the Board of Trustees of the IBEW Seventh District Retirement Benefit Trust Fund. Mr. Moore also serves on the Board of Directors for Duke Electric.

JASON LEE

JASON LEE

Testing and Maintenance Division Manager

Mr. Jason Lee is the Testing and Maintenance Division Manager of Duke Electric, located in Amarillo, Texas. Mr. Lee was born in Clinton, Oklahoma in 1972. Mr. Lee held an electrical apprentice license at the age of 16 and completed 3 years of electrical trades in high school as well as a 3 month engineering mentorship program with Universal Utility Services. He graduated from Caprock High School in Amarillo, TX in 1991, then attended West Texas A&M University for two years before leaving to start a family.

He resumed his passion for the electrical industry and became a Journeyman electrician in 1996, working at the Brandon and Clark Motor Shop in Lubbock, TX as a Control Wiring Specialist and Outside Service Technician wiring control cabinets and installing refurbished motors and transformers. He became a foreman at a young age estimating, supervising, and working on multiple commercial and industrial projects including schools, churches, medical facilities, restaurants, retail distribution centers, grocery stores, cotton gins, cotton seed oil mills, feed lots, petro-chemical plants, beef packing plants, and several others.

In 2001, Mr. Lee came to Duke Electric as a construction foreman, supervising and working on projects at coal and gas power plants, a nuclear weapons facility, carbon black facilities, petro-chemical plants, etc., before joining the Testing and Maintenance divison in 2006. He worked as a testing technician for a few years before becoming the lead technician and then the Testing Services Manager.

Mr. Lee attained his Master Electricians license in 2012 as well as multiple testing and maintenance certifiations, including Thermography, Ultrasound, Substation Maintenance, Protective Relaying, and NICET along the way. He is considered a subject matter expert by many of his colleagues and is well respected in the industry for expertise in electrical safety, diagnostics, and problem solving.

Awarded Technician of the Year out of hundreds by the international TEGG Services Group, Mr. Lee has worked alongside other expert technicians and engineers as well as having directed and trained several testing technician understudies over the years. He became the Division Manager at Duke Electric in 2018.

JOE PORTER

JOE PORTER

Limited Energy Division Manager

Mr. Joe Porter is the Limited Energy Division Manager of Duke Electric located in Amarillo, Texas.

Mr. Porter was born in Pine Bluff, Arkansas in 1973.  He graduated from Rison High School in 1991. In 1993, Mr. Porter started out as an electrical apprentice for Electrical Systems and Controls in Pine Bluff, Arkansas. Assisting on a wide variety of work, including but not limited to commercial/industrial electrical distribution, systems control, structured cabling/fiber optic, fire alarm and access control.

In 1997, Mr. Porter then moved to Memphis, Tennessee and worked with several communications companies. He worked his way from technician to project manager while completing many large scale projects, including St. Jude Children’s Hospital, FedEx and Cargill. During this time, Mr. Porter received certifications for Krone, Panduit, Lucent partner phone systems and Ortronics cabling systems.

In 2000, Mr. Porter moved to Northern California and went to work for SASCO and Rancho Santa Fe Technologies as a project manager and estimator on a range of communications projects such as the pilot program for the California (EBT) Electronic Benefit Transfer system, Sun Microsystems, San Jose University and Wells Fargo Bank.

In 2003, Mr. Porter moved back to Arkansas and went to work for Advanced Cabling Systems, Rich Certified Services and Daniel Utility Construction. While working with these companies, he estimated and was Project Manager on a variety of projects such as the University of Arkansas, Kroger, Wal-Mart, AT&T, and Pilot/Travels Center of America.

In 2008, Mr. Porter went to work with Duke Electric as a Project Manager and has managed many commercial, industrial and government projects covering a wide variety of structured cabling/low voltage and fiber optics work. He has received many certifications during this time for various BICSI courses, Panduit, Commscope Masters Class for Design and Engineering, DSX and S2 Security and Access Control Systems.

NATHAN FRAZIER

NATHAN FRAZIER

New Mexico Division Manager

Mr. Nathan Frazier is a Division Manager for Duke Electric, located in Amarillo, Texas.

Mr. Frazier was born in Victoria, Texas on February 17, 1977. He graduated from Victoria High School in 1995 and graduated from Texas Tech University with a Bachelor and Master of Science degree in Electrical Engineering December of 2002. Mr. Frazier also received a Master of Business Administration degree from West Texas A&M University December of 2005. Mr. Frazier completed a summer internship with Texas Instruments in Sugar Land, Texas while completing his MS EE degree.

After receiving his degree, Mr. Frazier went to work for B&W Pantex in Amarillo, Texas. Mr. Frazier worked as a design engineer with a wide range of responsibilities. Following his position in engineering, Mr. Frazier became a project manager for B&W Pantex. His responsibilities included managing a wide range of projects from new facility installations to electrical upgrades on the distribution system. Mr. Frazier left Pantex in November of 2013 to join Duke Electric.

Mr. Frazier managed the Testing & Maintenance Department through September 2018. Currently, Mr. Frazier manages construction projects for several government/commercial/industrial customers in New Mexico.
